A confidential file for every child is maintained in a locked file cabinet in the Administrative office. That file contains registration information, health records, emergency contacts, individual plans of care, and other information pertaining to the child and family. Families will give consent for this information to be accessed by administration, relevant teaching staff, and regulatory personnel. Medical records are also accessed by the school nurse for the purpose of immunization tracking and meeting individual needs as in the case of allergies or medical restrictions. This information is shared with teaching staff as necessary. Families have the right to access their child’s confidential files at any time upon request. Families can request conferences to discuss this information at any time. No progress summaries or developmental information, written or verbal, will be shared with agencies or personnel outside of the center without specific written permission from families. All staff agree to refrain from any action which may negatively affect the reputation or comfort of a child or family, not limited to gossip and sharing of confidential information outside of the center or the child’s own family. Staff will share developmental records and information with co-workers when it is for the benefit of the child or continuity of the child’s program.
Children need to be in good health in order to get the most out of their school day and to protect others from illness. Children who have symptoms of illness and cannot fully participate in both indoor and outdoor activities will not be allowed to attend the program. The following symptoms will exclude the child from participation:
The Family Bulletin Board is an important communications tool at The Learning Barn Childcare Center & Preschool, LLC. It is used to display menus, newspaper articles, trainings/workshops, family activities, certificates, messages and information directed to the families. Other important information (flyers, memos, announcements, permission slips) may be found at the sign-in/signout desk or our center app.
During the school day The Learning Barn Childcare Center & Preschool, LLC communicates with families through Brightwheel. All of our announcements, updates, early closings, concerns and daily activities will be posted on Brightwheel. You will use this app to sign your child in and out and download any forms/documents. Brightwheel is also used to invoice families and to accept tuition payments.
Staff encourages and accommodates families to visit our programs at any time to observe and spend time with their child. The family must set an appointment before coming into the program. Family involvement and feedback are essential to maintaining and improving the quality of our programs. Teachers are responsible to involve our families in volunteer activities, outings, field trips or special events. Families will also be invited to attend scheduled events throughout the year. All families are invited to contribute to classroom activities if prearranged with the teachers. We encourage all families to share their interests and talents with their child’s teachers so we can enhance our programs with diverse family traditions, skills and talents that will assist us in developing strong relationships and partnerships between home and school. Any regularly scheduled volunteers must fill out an information form, submit two letters of reference as to their suitability to work with children, must complete a background check with fingerprinting and submit a completed medical form. Volunteers must follow our center’s policies and procedures.
A variety of visitors enter our building each day. All visitors must sign in at the front desk and wear an identification badge, at all times. It is important for all employees to present a warm, welcoming, and professional impression at all times. To ensure a safe environment for the children, employees should ensure that all visitors have an identification badge. If a visitor is not wearing an identification badge, employees should politely inquire into the purpose of the visit and redirect the visitor to the front desk to obtain an identification badge. Suspicious persons or activities should immediately be brought to the attention of the Director.
Families must sign their child in and out on a daily basis through the Brightwheel application. Drop-off time is between 7am and 9:00 am. All children are expected to be in the Center no later than 9:00 a.m. in order to take full advantage of the educational program. Coming in late is a disturbance to your child and the other children in the classroom. Families need to send a message through Brightwheel or call the Center if their child will not attend or if they will be late due to unusual circumstances. Arrangements can be made to enter the Center after 9:00 a.m. by calling or sending a message in advance and informing your child’s teacher or director of any issues. The director and teachers will check attendance to ensure compliance with the sign in/sign out policy as well as attendance policy. If a child has a doctor appointment, the cut off for appointments is 11am with a dr.’s note. Once a child leaves the center they cannot return on that same day. We believe that structure and routine is part of the foundation of learning and keeping a consistent schedule helps to achieve this foundation. We understand that circumstances arise making it impossible to arrive on time; however, we encourage families to contact the Center if you plan to arrive after 9:00am. This helps us to ensure adequate staffing and an accurate snack count.
Children must be signed out by the parent or by another authorized individual approved by the parent. Parents must list authorized individuals that can remove their child from the Center by submitting names on the enrollment form and emergency contact list. If staff does not recognize the person picking up the child, the individual will be required to present a photo ID and must be 16 years of age. If this information is not available, the child will not be permitted to leave with this individual. In an emergency, if a parent needs to have their child picked up by an individual not on their authorized list, the parent is required to call and speak to the Director or Assistant Director and describe the person who will be picking up their child and answer some personal questions to ensure identity of caller. This individual will be required to present a picture ID. If there are any doubts as to who is picking up a child, the parent or emergency contact person will be contacted for more information before releasing the child. If a parent or authorized individual comes to pick-up a child and a staff member suspects that they may be under the influence of alcohol or drugs that deems them incapable of the safe transportation of that child from our program, Director or Assistant Director will be informed and this individual will not be allowed to remove the child from the program. If it is determined that the individual is unable to transport the child, other arrangements will be made to ensure the safety of that child upon leaving our program. If the individual is uncooperative and insists on removing the child from our program, we may be forced to call the police to assist us in this situation.
In the event that a child has not been picked up, or that the family has not notified the Center of their late arrival by 6:00pm the following procedure will take place:

The Learning Barn Childcare Center & Preschool, LLC is open Monday - Friday from 7am-6pm. Our child drop off is no later than 9:00am so as not to disrupt the classroom activities. This policy helps us to keep a structured, routine setting in the classroom. The Center reserves the right to close at times of threatening or dangerous emergency conditions, and holidays. If the Naugatuck Public Schools are closed due to inclement weather, The Learning Barn Childcare Center & Preschool will also be closed. If the Naugatuck Public Schools are delayed or are closing early because of inclement weather, Th Learning Barn Childcare Center & Preschool will also be delayed or closed early. If a delay or closing occurs, parents will be notified through a message or text alert on the Brightwheel application or by the local television stations, (WFSB 3, 30 NBC, or FOX 61). We are also closed for the following holidays:

Full-time enrollment at The Learning Barn Childcare Center & Preschool, LLC is open to children from ages 6 weeks to age 7. Enrollment shall be granted without regard to a child’s race, color, creed, religion, national origin, gender, or disability and without regard to a parent or guardian’s race, color, creed, religion, age, national origin, gender, or disability. Parents can apply with The Learning Barn Childcare Center & Preschool, LLC by making an appointment to meet with an administrator and completing the enrollment application. At the time of enrollment, a $50.00 Registration Fee per one child or $75 Registration fee per family will be collected. This fee will hold your child’s spot for up to two weeks. First week tuition is due Friday before starting care and due every Friday. Sibling discount is 15% off per sibling who are enrolled full time. We except Care4Kids. If you do not have Care4Kids we can provide you with the application and parent provider agreement form. *Please see tuition schedule agreement for more info.* Enrollment is contingent upon receipt of the completed enrollment application, including the signed fee agreement, signed Family Handbook receipt, payment of the registration fee, and the completed Immunization Records and Health Assessment. Additionally, to maintain enrollment the State of Connecticut requires that every child in care between the ages of six months and six years have their updated flu vaccine before December 31 to remain enrolled in the program. Failure to receive your flu shot will result in a disruption in care. Your child will not start attending the Center without these forms. The enrollment application and fee agreement are not meant to serve as a guarantee of service for any duration. If the Center has no opening for your child at the time of enrollment, your child will be placed on a waiting list if you request that we do so. The Learning Barn Childcare Center & Preschool, LLC reserves the right to dismiss any parent or child at any time, with or without cause. Continued enrollment at The Learning Barn Childcare Center & Preschool, LLC is contingent upon the adherence to the policies and procedures by parents and children as outlined in this handbook including, but not limited to, timely payment of all fees and tuition. Parents are required to notify The Learning Barn Childcare Center & Preschool, LLC immediately should any of the information collected at the time of enrollment, or any time thereafter, change. Failure to do so may result in the child(ren) being dismissed from the program with no refunds.
The Learning Barn Childcare Center & Preschool, LLC will not discriminate or permit discrimination against any family or child on the grounds of race, color, religious creed, age, marital status, financial status, national origin, ancestry, genetic information, sex, mental retardation, mental disability, learning disability, lawful sources of income, sexual orientation or physical disability, including, but not limited to, blindness or deafness. If we are unable to provide services that will appropriately meet the child’s needs, we will discuss alternatives with the family. Services for children with previously identified special needs: The Learning Barn Childcare Center & Preschool, LLC is open to and serves children with special needs. . To best serve the needs of children requiring accommodation, upon enrollment, a member of Administration and/or teacher will meet with parents to review the child’s IEP (if already developed) and determine the best course of action for the child’s care and education. For children with scheduled services (ie. Birth to 3), but without an established IEP, the teacher (with parent permission) will receive support/guidance/coaching from providers/therapists to learn best practices to support the child/ren. Families, upon enrollment, will sign a release so that the Center’s teachers may communicate regularly with child’s specialists regarding his/her care. Adaptations and accommodations are provided within the Center’s environment to ensure the participation of children with disabilities with their peers without disabilities. At present, children with special needs are being accommodated by changes made to the classroom environment and staffing schedules. In addition, teachers have refined their classroom set-up with an eye to furniture spacing and center location. Structural improvements or equipment may be added to accommodate children with special needs. It may be expected that teachers will require additional materials, equipment, support, coaching, and /or training to effectively work with a child with special needs. The source and cost of these items and services will be discussed and agreed upon with the family at the time of enrollment and the public school that the student will attend.
It is expected that all of The Learning Barn Childcare Center & Preschool, LLC’s staff will exercise positive techniques in the guidance of young children. All staff members will receive on-going or as needed in-service training in child behavior management and managing challenging behaviors. Removal of a child from the group for disciplinary reasons shall be to a location, with an adult, in the classroom where the child can safely express what they are feeling. If a child’s behavior continues to escalate or increases in frequency, a parent will be contacted to discuss appropriate actions for intervention. Children’s development and behavior is taken seriously. It is the responsibility of our staff and administration to provide a safe, supportive, and developmentally appropriate program to all children to the highest degree possible. Therefore, we will adhere to the following policy on management of children who demonstrate atypical development and/or challenging behaviors. Families will be responsible for attending an ‘Individual Plan of Care’ (IPC) meeting to develop strategies and recommendations and additional services if needed to ensure the safety and well-being of their child and others.
All Learning Barn Childcare Center & Preschool, LLC staff members are prohibited from any use of abusive, neglectful, corporal, humiliating, frightening punishment or the use of physical restraint (unless restraint is necessary to protect the health or safety of the child, or another child or adult).
Teachers will use a chart to track behavior in order to identify the source of the behavior and to plan for intervention. In addition, teachers will also use the ’Individual Plan of Care (IPC), which is a step-by-step process for assessing, referring and accommodating children with atypical development and/or challenging behaviors as follows:
In the event the child’s development remains a concern, the family will be scheduled to meet with the teacher and director to discuss other options for care or services or recommend other services or centers to address your child’s needs. These services may include, but are not limited to, any of the following:

When the family and the Center staff agree on an Individual Plan of Care (IPC) and recommendations have been made to expand services outside of the Center, it is very important that the family makes every effort to attend the meetings and appointments. If a family decides not to follow through with the IPC plan and additional services, we may decide to discontinue care. The Learning Barn Childcare Center and Preschool, LLC agrees to cooperate with consultants and professionals in allowing them to make assessments of the child in his/her educational environment. No information about the child will be provided to these agencies or individuals without written consent from the parent/guardian. The families will be provided with the results and recommendations of assessments, per their signed agreement, for the appropriate program planning for their child. Follow-up meetings with the families and re-evaluation of the success of any recommendations for implementation will be noted on a regular basis. The decision to modify or continue programming will be determined by the behavior and child’s progress.
In such cases where little or no progress is made, or in the case of noncompliance with this policy, parents/ guardians will have two weeks to make new arrangements unless the child is a danger to himself or others, or disruptive to the program quality in which case dismissal shall be immediate.
Biting may happen in the infant and toddler rooms because the child may not have the words to express their feelings or needs. Biting is not usually an issue when children have turned 3 and 4. The Learning Barn Childcare Center & Preschool, LLC administrative team and teachers may determine that your child needs some additional services to address their abilities and needs. Parents, teachers, directors or other qualified individuals may be asked to attend a meeting to discuss concerns and recommendations to develop an Individual Plan of Care (IPC) to provide strategies to both teachers and families to maintain consistency with home and school. We will discuss with families if we feel an outside referral needs to be made for your child. We will have a list of outside agencies to refer families to if you or your child is in need of special support services that we do not provide. No referral will be made without parental/guardian permission.
The school districts in Connecticut provide free screening for children who may have special needs. If a Connecticut school district approves services for a child, an outside therapist may provide those services at The Learning Barn Childcare Center & Preschool, LLC. If you believe your child may have special needs, consult with the teacher or Director for assistance.
The Learning Barn Childcare Center & Preschool is licensed through the Office of Early Childhood and the State of Connecticut Department of Public Health (DPH - 860-509-8000) and follows all State regulations for Child Day Care Centers. Ratio and group size permissible are 1 staff person for every 15 children that are of school age with a max size of 30. One staff for 10 children of preschool age max group size is 20. 1 staff for every 4 children for Infant/toddlers up to age 2 with a max size of 8. 1 staff for every 5 children age 2 with a max group size of 10. Ratios and group sizes are strictly maintained at or below DPH requirements both indoors and outdoors. Staff will supervise all children leaving the program or arriving to the program by bus at all times. Children are carefully watched while outside at play and within the building, including bathroom use and during nap time. When a child or children use the bathroom, staff will always be present. When a child goes inside to use the restrooms from outdoors, a staff member is designated to accompany the child. Children are never allowed to travel from the outside to inside by themselves.
All staff will be made aware that wood chips pose a choking hazard to children under 3. At least one staff member will be outside who is CPR certified at all times while children under three are outdoors. Staff will have communication devices (cell phone, walkie talkie, etc) at all times while children under 3 are on woodchips.
Children go outside daily except when inclement weather occurs. When the temperature exceeds 80 degrees we will provide additional fluids and increase ventilation. When the outside temperature exceeds 90 degrees we will bring the children indoors. Children will not play outdoors when the temperature is below 32 degrees, windchill is above 15mph or when the air quality is unhealthy. The classroom air temperature will be at least 65 degrees.

We accept children on a first come, first-served basis. If space is not available, we will put names on a waiting list on a first come, first served basis. The families may be contacted by an administrator to find out their status on the waiting list. Siblings of children already enrolled do receive first priority on waiting lists.
A written notice two weeks prior to withdrawal is required when withdrawing from The Learning Barn Childcare Center & Preschool. Families wishing to withdraw their child, who fail to provide a two-week notice, will be charged for the last two weeks. Withdrawal and subsequent re-enrollment will entail a re-entry fee. In a family emergency, please contact the office who may approve an exception.
Children at The Learning Barn Childcare Center & Preschool, LLC will follow a flexible daily schedule that meets the individual needs of the diverse population of children and families served by our program, including those with cultural, language and developmental differences. The daily schedule shall include indoor and outdoor physical activities, which will allow for fine and gross motor development. It will also include opportunities for problem-solving experiences that help to formulate language development and sensory discrimination. Children will have the opportunity to express their own ideas and feelings through creative experiences in all parts of the program, including:
CT ELDSThe Learning Barn Childcare Center & Preschool, LLC follows the Early Learning Development Standards of Connecticut while planning and implementing curriculum. We follow these standards as part of our ongoing development of this Center. If you are not familiar with these standards, we will provide training and reading material for you to stay up-to-date with current early childhood practices. We apply these standards of teaching in our flexible schedule which allows time for indoor and outdoor play, social, emotional, cognitive, physical, and language development.
At The Learning Barn Childcare Center & Preschool, LLC we view the process of learning as the key to a child’s success and progress in school. Having time to try new ideas, talk about experiences and make choices is a fundamental part of learning. Teachers develop activities from careful observations. They watch children play, interact and engage with them to gauge their ideas and interests to build our curriculum. Student interest and choice is used as an underlying method for staff to guide student learning. Teachers plan their curriculum around individual goals for learning in conjunction with Early Learning Development Standards (ELDS).
Section 19a-79-4a(h) of the Connecticut General Statutes require all licensed child day care centers and group day care homes to develop and implement a written plan that includes the services of an early childhood educational consultant, health consultant, social service consultant and a registered dietitian consultant if the program serves meals. The Regulations for Connecticut State Agencies require each of the above consultants to provide, at a minimum, the following services to the program:
We will provide the following: Morning Snack for Preschool/Infant/Toddlers and Afternoon Snack (3:00 p.m.-3:45pm Preschool/Infant/Toddlers. All food brought in must be labeled with your child’s name and date. For your convenience, our Center has a microwave to heat food that needs to be warmed.
All food storage and preparation will be in accordance with public health regulations. The following guidelines will be followed:
Drinking Water: Safe drinking water will be accessible to children at all times, while indoors and outdoors. Food Safety/Dishes, Utensils and Surfaces:
The center will only administer emergency medications which include prescribed inhalers and pre-measured commercially prepared injectable medication (i.e. Epi-pens, Auvi-Q, etc.), nonprescription topical medication and EMERGENCY oral medications (i.e. Benadryl). The parental responsibilities include providing the center the proper medication authorization form, and the medication. The medication administration form must be signed by the authorized prescriber and parent/guardian giving the center authorization to administer the medication. This form is available at the center. The medication authorization form must include information, such as:
The Department of Public Health and The Learning Barn Childcare Center & Preschool, LLC requires the parents to sign a form to give us permission to apply topical nonprescription medications to their child when needed or requested. Topical nonprescription medications include items such as diaper cream, sunscreen or sun block with UVB and UVA protection of SPF 15 or higher and only insect repellent containing DEET (applied only once a day) can be used. These items must be in its original container and the containers must be labeled with the child’s name and stored in a designated area until needed.
A complete physical examination is required by state law. The physical must be completed no later than 30 days prior to enrollment. Documentation from the pediatrician after completion of the physical examination must be provided to the Center. An updated physical examination is required yearly, on the expiration date of the current physical, and documentation from the pediatrician must be provided to the Center. Your child will be excluded from the Center until such updated documentation is received by the Center. Immunization documentation is required from the child’s pediatrician, including regular updates. In order to attend The Learning Barn Childcare Center & Preschool, LLC, children must have on file at the center a record of good health and immunization signed by a physician (ED-191 Health Assessment form), PA, or APRN - current within one year. Additionally, children who have special health care needs or developmental variations are required to have an ’Individual Plan of Care ‘(IPC) completed and on file. No child will be permitted to attend until current health documentation is on file. The parent shall accept complete responsibility for the health of the child and certify that the child is in good health. The Learning Barn Childcare Center & Preschool, LLC utilizes our consultants to provide families with referral information, resources, staff and family workshops and screenings for the following health areas: vision, hearing, social or emotional, behavioral and dental screenings. These may be either on-site or in collaboration with another agency.
If your child has been out for more than five (5) school days without contacting The Learning Barn Childcare Center & Preschool, we will assume that you have withdrawn from the program. We will try to contact the families to check in. If we cannot reach the family the child will be unenrolled. If you wish to return after this period, fees may apply. When you enroll your child, you are asked to fill out a registration form that states the hours that your child will be attending our Center. It is extremely important that you adhere to this schedule. We plan our staffing levels based upon this information and need to maintain adequate teacher-child ratios at all times. If you need to change your schedule, please summit it in writing 14 days in advance. If we have space available, we will try to accommodate your needs. It is the family’s responsibility to inform the office of any changes in work, home or emergency phone numbers, work schedules or additional authorized individuals who may pick up your child. It is your responsibility to notify The Learning Barn Childcare Center & Preschool, LLC on the program phone or Brightwheel app if your child will be absent or delayed in arriving at the program. We offer Drop-In days if space is available. Please message or call the center to request a Drop-In day. If approved, an invoice will be generated and must be paid before the child comes in.
When a family enrolls a child in our program and applies for C4K, they are required to pay full weekly tuition until such time as the C4K determination. As soon as C4K determines the family fee, we will adjust your account accordingly. If you have a credit it will be deducted from your fees. As the enrolled family, you are responsible for any portion of tuition that C4K does not cover with their determination. Please contact the office if you need any help apply for C4K.
Individual containers will be available for each child in his or her cubbies so that items can be left at the Center. PLEASE LABEL ALL BELONGINGS. Please use caution and supervise your child(ren) carefully while walking to and from your car. Do not leave your vehicle idling in the parking lot while picking up or dropping off your child(ren). Please hold onto your child’s hand securely in the parking lot. Use equal caution driving slowly in and out of the parking lot. DO NOT leave children unattended in your vehicle. As mandated reporters, the Naugatuck Police will be contacted.
Staff will escort the children to and from the bus at all times; no children will be allowed to board or disembark without a staff member present at the bus. Under no circumstances will a staff member accept any information as valid that pertains to a child’s whereabouts except from the parent or guardian. The word of the bus driver, teacher or any other child is considered invalid. If a parent does not inform us of their child’s illness or schedule change, we will remind you of the importance of informing the staff.
Parents should dress their child appropriately for play, as well as weather conditions. It is recommended that you not put expensive jewelry on your child. Your child is participating in active gross motor activities throughout their day and there is a chance of lost items. Children should wear sneakers for safe play. Open toe shoes are not permitted as they may cause a risk of wood chips getting in the shoes and causing an injury.
All toddlers and preschool children are scheduled to rest and/or take a nap during the early afternoon. The children are provided a cot which is labeled with their name and parents are asked to provide a fitted crib sheet and a small blanket for their child. Families are expected to take home all bedding materials every Friday to be washed and returned on Monday of the following week.
The standards outlined below will be followed at the child care when placing infants under twelve months of age to sleep. All staff are to be diligent in their awareness and implementation of infant safe sleep practices for all children under the age of 12 months. We recognize the importance of being vigilant in the adherence of best practice and state regulations regarding safe sleep. The Learning Barn Childcare Center & Preschool, LLC prohibits toys brought from home. Please be aware that bringing personal items are at your risk of loss or damage and we are not responsible for any lost or stolen items. Children are not allowed to take home toys from the center, center toys remain in the center.
We have a lost and found bin at the front desk. After 30 days anything that isn’t picked up will be discarded or become property of the Learning Barn. To avoid lost items, please label all of your child’s belongings.
(necessary only when pets are kept on premises) In the event that our center welcomes a pet, this pet will be a friendly companion to our children and staff. We will follow all recommended forms of care and up keep. Children shall handle the pet only when closely supervised by the staff. We obtain written permission from parents before children are allowed to handle the pet. Children and staff wash their hands with soap and water after handling the pet. If pet should ever appear ill, we will make her inaccessible to the children and call the vet. A notice will be sent out to all families of children enrolled in the center announcing our new pet.
Families are encouraged to share with teachers about the child’s night, morning, health, or other routines in order to establish a rapport and to better know the child and family. Interaction with our families is kept positive, confidential, and confined to school/child-related matters. Teachers look forward to sharing positive experiences about their child’s day. When reports of behavioral or developmental concerns must be made, teachers will consult with a Head Teacher first. We believe it is our responsibility to develop and create connections with families to build strong, positive relationships with those that we serve. The administrative team and teachers will report concerns to families. If it is necessary to have our consultants or assistant teachers involved in sharing specific concerns, they will first discuss them with the head teacher before speaking with the family. The Learning Barn Childcare Center & Preschool, LLC will facilitate transitions between classrooms and programs. Moving to next class level: Children will be moved relative to their chronological age. Parents will be notified in advance that a move is planned. The child’s teacher will provide information to the new teacher regarding the child’s development, needs, and preferences so that the child can be comfortably accommodated immediately. Any children between the age of 2.8 – 3 will have a consent order signed to be able to transition to preschool. Children 3 and over do not need this consent.

Families are welcome to send in store bought packaged nutritious treats, labeled with the ingredients such as: cookies, cupcakes, cakes or other food items to share with their children’s friends on birthdays or special occasions. Please let your child’s teacher know in advance that you will be bringing in a treat for the entire class. Families should inform teachers if there are any concerns regarding food allergies or religious beliefs that would preclude a child from participating. The only foods that can be brought in from home need to be whole fruits or commercially prepared packaged foods in factory-sealed containers. Please no home baked foods.
